Melee and pm work very well on my computer on version 3.5, but it only works at half speed on the current versions. One thing you might want to look into is if Netplay somehow does something to make the GPU thread a bottleneck. Is it essential to have the same exact version of dolphin to play netplay. However, in a game like XBC with 4x IR and 4xSSAA, frameskipping yielded a very high VPS and an emulated CPU speed of ~200% (although low FPS due to the skipping). In every other instance when I used "normal" graphical enhancements (3x IR and No AA), I didn't see a change in VPS or emulated CPU speed (I ran without framelimits to observe any and all changes in Dolphin's speed). A lot of the major projects remaining on the emulator are multi-month affairs, so contributors seemingly disappear from the progress reports for months only to return with a bang. Aside from a flurry of Dolphin ARM updates, there really wasnt much to choose from. The only instances I could get this to happen where when I forced high IR and AA (4x IR and 4xSSAA for example). If you count the number of notable changes throughout August, you may think it was a down month.

Try updating your graphics driver and if it doesnt work then switch graphics backends in Dolphin. But you said the graphical defect happens so it may be the GPU.
